Public notice

Under section 63(3)(b) and section 67(2) of the Economic Development Act 2012, the Minister for Economic Development Queensland (MEDQ) gives notice that an amendment to the Yarrabilba PDA Development Scheme has been approved and is now in effect.

Key details

The Yarrabilba Priority Development Area (PDA) is located within Logan City, 20 kilometres south of Logan Central.

The PDA covers 2222 hectares between the Plunkett Conservation Park to the east, Waterford Tamborine Road to the west and Plunkett Road to the south.

When fully developed, the PDA will provide up to 20,000 dwellings to house a population of up to 50,000 people.

Full development of the Yarrabilba PDA is expected to take 20-30 years.

The PDA was declared on 8 October 2010.

Development scheme

The development scheme is the regulatory document which assists with planning, carrying out, promoting, coordinating and controlling land development within the PDA.

The Yarrabilba PDA Development Scheme commenced on 8 October 2011 and was amended on 29 July 2022. View the amended development scheme ( 9.5 MB).

Public notification of the proposed development scheme amendment

The proposed development scheme amendment was publicly notified for a period of a period of 15 business days from Friday 18 February 2022 to Friday 11 March 2022. One submission was received during the submission period.

In recognition of the flooding and rainfall event that occurred during February of 2022, EDQ advised that it would consider any late submissions received up until 25 March 2022. Despite this advice, no further submissions were received.

The MEDQ has prepared a submissions report, summarising the merits of the submission made on the proposed development scheme, and the changes made in response. View the submissions report ( 188.3 KB).

  • The Yarrabilba PDA development scheme has been amended to cater for the current and future requirements of employment generating land in the PDA. The amendment reconfigures the boundaries of the Urban living zone, Major centre zone and the Industry and business zone.

    Specifically, the Major Centre zone has been relocated north west of its planned location to adjoin the Industry and business zone and the western boundary of the PDA at Waterford Tamborine Road. The Major centre core has also moved, ensuring the town centre remains central within the Major centre zone.

    A portion of the Industry and business zone and a portion of the Urban living zone has been rezoned as Major centre. A sub-area designation (Sub-area A) will be applied to the land being rezoned from Industry and business to Major centre. The sub-area will contain a range of land uses that support small-medium enterprise and allow for integrated living opportunities in an innovative built form. The sub-area may also contain a variety of uses consistent with the major centre frame, including other residential uses, where they do not undermine employment generation in the PDA or the function and operation of the adjacent Industry and business zone.

    The amendment does not change the existing developed areas of the PDA.

    An overview of the amended zoning is shown below:

    All amendments to the scheme are listed in schedule 4 of the development scheme amendment.

    • While the overall job generation targets for the PDA remain unchanged, the amendment enables these targets to be reached sooner by:
      • bringing employment generating land closer to existing infrastructure
      • responding to the changing nature of work and catering for the emergence of home-based small business.
    • The revised location for the Major centre core is more central within the PDA bringing services and amenities closer to existing residents.
    • The new location for the Major centre zone will create a more clearly defined entry for the PDA and improve the exposure of business within the zone.

Development assessment

EDQ is responsible for assessing and deciding development applications within the PDA.

All development applications are assessed against the amended development scheme.

Endorsed context plans

A context plan is required as part of the supporting information for particular development applications.

Review Practice note no. 9 - Context plans ( 957.0 KB) for further detail on preparing a context plan. A context plan will be endorsed by the state government when it is determined to be consistent with the development scheme.
