Over the course of the MLP process, you will engage with a number of teams who will be selected for their expertise relevant to the project. The diagram below shows who is involved at each stage of the process and the roles they play.

MLP team

The MLP team sits within the Department of State Development, Manufacturing, Infrastructure and Planning and has primary responsibility for administering the MLP framework. The team is proponent’s first point of contact and will work closely with colleagues across government to provide coordinated feedback on pre-submissions and assess Stage 1 proposals. The team also provides the secretariat function for the MLP Panel.

MLP panel

The MLP panel provides oversight of the application of the MLP Guidelines (PDF icon 5.1 MB). It has responsibility for inviting proponents to make a Stage 1 submission, considering the advice of assessment teams, and making recommendations about Stage 1 Market-Led Proposals to government. The MLP panel comprises senior government officials and current standing members are:

  • Deputy Director-General Industry Partnerships, Department of State Development, Manufacturing, Infrastructure and Planning (DSDMIP), Toni Power (Chair)
  • Deputy Director General Major Projects and Property, DSDMIP, Paul Herd
  • Executive Director, Department of the Premier and Cabinet, Ross Buchanan
  • Deputy Under Treasurer, Commercial Advisory, Queensland Treasury, Robert Fleming (observer).

The panel is supplemented with additional agency representation as needed, depending on the nature of the proposal.

MLP cross-agency assessment team

The MLP team establishes a cross-agency assessment team to consider each Stage 1 proposal. The MLP cross-agency assessment team provides advice and recommendations on the proposal to the MLP panel.

MLP project team

A cross-agency MLP project team is established for each MLP which progresses to Stage 2. The project team manages the day-to-day relationship with the proponent, coordinates government activity, and undertakes the evaluation of the detailed proposal and final negotiations. The project team provides advice and recommendations about the proposal to the project board.

Project board

A cross-agency project board of senior government officials is established for each MLP which progresses to Stage 2. It considers the advice of the MLP project team and makes recommendations about the proposal to government.
