The Toowoomba Railway Parklands Priority Development Area (PDA) aims to provide a range of new housing for the community's changing needs and deliver infrastructure and services.

Located north of Toowoomba's CBD it covers approximately 50 hectares.

The PDA was declared on 12 December 2014 at the request of Toowoomba Regional Council

Development scheme amendment and public notification

The development scheme is the regulatory document which assists with planning, carrying out, promoting, coordinating and controlling land development within the PDA.

The Toowoomba Railway Parklands PDA Development Scheme (PDF icon 14.3 MB) commenced on 28 January 2016. Toowoomba Regional Council is proposing to amend this development scheme.

The proposed Toowoomba Railway Parklands PDA Development Scheme amendment no.1 (PDF icon 4.6 MB) is on public notification from 8 November to 29 November 2019. All interested parties, including the community, residents and business operators, are invited to view the proposed development scheme and make a written submission to the Toowoomba Regional Council. All submissions received during the submission period will be considered by Toowoomba Regional Council and the Minister for Economic Development Queensland (MEDQ). A submissions report will be prepared, and amendments may be made to the proposed development scheme due to issues raised in submissions. The final version of the proposed Toowoomba Railway Parklands PDA Development Scheme amendment no.1 requires the approval of the Minister for Economic Development Queensland.

Development assessment

Toowoomba Regional Council assesses development applications for this PDA.

All development applications are assessed against the development scheme.


Funding and building infrastructure is key to facilitating development within PDAs and is outlined in the Infrastructure Funding Framework.

The Toowoomba Railway Parklands PDA Development Scheme includes an infrastructure plan to ensure appropriate infrastructure is in place to support this growing and dynamic area.
